I got a few of those notes when I was 13 (I'm 15 now), and personally I found it sweet that they might be too shy to say it in person. So go for it!

Umm, I'm not sure, when I was that young I would tell my friends, who would tell others, who would tell, his friends, and then he would know. Get people to past it around and if your cute he'll ask you out.
