I would go with Microsoft. If you review this link you should find your answer. However, in my humble opinion, the fact that you have to ask about this makes me wonder if you should be dabbling with it. Some things are best left to the techs.

If there is data on the drive, use Partition Magic. It will resize your partitions without losing data. Or check download.com for a program for free or cheaper.
If it is blank, use Windows. Right Click 'My computer, manage, disk management, highlight the new drive, and follow the prompts to partition the unused drive.

Try EASEUS Partition Manager
copy and close the spaces to get into link. (2 spaces)

The built-in Windows one works, but that's the best I can say about it.
Partition Magic is probably the best.
