Am restoring a 78 Jaguar XJ-S and there doesn't seem to be any belt mountings for the rear seat occupants. Does this car pre-date any lawful requirement for rear seatbelts?

Compulsory fitting of rear seat belts in the U.K. came about in 1986, so your Jag. will not have mounting points.
Seat belt law :- 1965.Compulsory fitting of front seat belts.
1983. Compulsory wearing of seat belts for
driver and front seat passengers
1986.Compulsory fitting of rear seat belts.
1989.Compulsory wearing of seat belt for
rear child passengers.
1991. Compulsory wearing of seat belts for
all rear passengers.
Bit long winded I know, but 'Long story short' you don't need rear seat belts in your vehicle.

Yes, it predates the requirement for rear seatbelts, and the general rule is "wear 'em if you got 'em", so it's ok to leave it like this if you want.
Personally, I'd say sacrificing a tiny bit of originality in concession to safety and fitting rear inertia-reels is a sensible idea: Fix some fairly substantial reinforcing plates where you want to mount them, it'll all be hidden once the car's back together, won't it?

Yes not needed in rear until cars built in 199X something. Front fitment mandatory since 1967 but need not be used till 1983

there is not any regulation in the united kingdom prohibiting little ones from traveling in the front seat of automobiles. notwithstanding they'd desire to have the suited newborn restraint (newborn seat, booster cushion, and so forth), only as they'd desire to have in the rear seat.

I think seat belts were fitted as an option in front seats, but you didn't have to wear them, and most cars didn't have back seat belts. I don't know if you'd have to put some in or not.

If they were not fitted as standard, you do not have to have/use them. Your car should also be road tax exempt.
But, if they are fitted they must work, (this applies to everything seatbelts, lights, indicators, horn.)
That is only thing that the law is specific about regarding vehicles.

at this time ('78)
rear seat belt where not factory fitted and where always advisory but not compulsory...
if you restore one today the same applies!
