There are a few possible causes for trouble laying down, so what we think is kind of irrelevant - go to a vet!

Arthritis is the most likely cause, especially if the dog is old. Hip dysplasia may be another reason, or any joint/muscle/bone problems. Could be anal gland trouble if the dog can't sit, but it's probably arthritis.

He needs to be checked out by a vet. Is he an older dog? If it's arthritis there are meds that dogs can take that help in a lot of cases. Hope he gets better soon!

if the dog is an older dog he/she may have arthritis or other joint/bone problems. take him/her to the vet and they will tell you if your dog needs medication. (whether your dog is old or not) your dog may have fractured a bone or something and you wouldnt want to let it stay in pain.

We need more information, how old what breed etc but whatever the reason it's serious and you should see a vet.
