It's the Bureau of Engraving & Printing. The tickets are free but they are on a first come first served basis. You need to arrive at least 1 hour before the ticket window opens and wait in line. Otherwise, you will not get a ticket to enter. By the time they got to 4 people ahead of me there were no more tickets for that day (I arrived about 45 minutes before it opened). I had to return the next day (real early). The ticket window is around the corner from the entrance so make sure you have the correct address. I believe they are closed on weekends.
