I"d say go to a humane society and let the people know exactly what kind of dog you are looking for. They know the general temperments of the dogs there and can help you find one that will meet your needs.
Offhand, I'd say an English or French bulldog,Scottish Terrier, maltese, Pomeranian, or basset hound would be good. They don't usually need a lot of exercise and aren't generally very vocal.
I have a Bichon. She is great, but stubborn and hates to be alone. I have had her for a year, and she still has about 1 accident a day.
Maybe you will find a mutt that is laid back. Mutts are great.

The best puppy to get is a Cavachon, a cross between a king charles spaniel and a bichon frise, they are sweet loving and easy to train! I have had one for 7 months now and the biggest problem we have had with training is the fact she wants to sleep with us everynight and she's a bed hog! Sadie has been super easy to potty train. My husband and I work 8-5 monday through friday so Sadie is home alone during that time. We put her in the kitchen with a puppy pad, her toys and her bed and she romps around in there until we get home, she's got lots of space to run and play, and it's on linolium so if she does have an accident it's easy to clean up; we just got a baby gate to block the door way. Plus side, the hybryds don't shed and she's only about 10 pounds, and she's smart as a whistle! Cavachons aren't very expensive either, and have less health problems then a pure bred pup. Try looking them up, try searching for small to toy puppies on the internet so you can at least take a look at what kind of breed you like. First of all, unless you've got A LOT of time to train a dog correctly, don't bother. If you do - and keep in mind that you're getting a 2 yr old child for the next 15 years - I would recommend Pomeranian. They're adorable and pretty sweet tempered. You might be better off getting 2 cats - no training, just as cuddly and by getting 2, they won't be lonely.

Since the dog will only be alone for 4 hours, most small dog breeds would be fine. Watch for a personality that matches yours and have fun. And, yes, a small dog can use a litter box. My 50 pound pit bull once use the litter box (uncovered!) when I took too long to get home. I never trained her to do that, but with three cats to show her what it's for....

I have a pug which is a low energy dog, she hardly ever barks, the hold backs are she sheds alot and was not the easiest to train but she does have a GREAT personality and loves everyone. As mentioned above cats are a good choice when you don't have much time to train.

You can easily house-train a poodle puppy, cockapoo, Bichon, dauchund, yorkie, short legged Jack Russell, maltese, Lkasa, or Miniature pincher ... In fact you might teach small dogs to use a cat box!

We have a toy poodle puppy. We put him in the bathroom with a tile floor and put a baby gate across the door. He has his bed, food, water and chew toys and he does just fine for 4 or 5 hours. We put down a puppy training pad, but he hardly ever uses it.
