I saw some strange dandelion plants that are 4 feet tall with multiple flower heads from one stem. Is that normal ?

No it's not normal, but it's also not uncommon! many plants have mutations due to extraordinary intake of nutrients!!

How dandelions grow? First of all, they start out when they form a seed head, or puff ball, and when a puff of wind comes along, the little seeds are carried on the wind high into the air, and wherever it lands, that is where it will start a little root, and the root of the little dandelion seedling, forms a deep tap root or tuber, in order to get below the freezing line, generally about four or six inches below the surface, and when spring returns, the tuber sprouts new dandelion heads and the process is renewed all over again.

What was the flower you seen?

What you seen was yellow Hawkweed!

The biggest dandelion I ever saw was about 60cm tall. They can grow very tall when they are in cracks in pavement where a lot of rainwater is funneled towards them and they get plenty of nutrients. There are many plants that look like dandelions however and some of them are very large. Dandelion is a composite flower. You may have mistaken it for a hawkweed (Hieracium), a Jack-Go-To-Bed-At-Noon (Tragopogon), a sow-thistle (Sonchus) or even a wild sunflower (Helianthus) if you're in America.

I think you have something growing that is not a common dandelion. there are a number of plants that resemble dandelions--check with a local nursery.
