I always thought "towel dry" meant to dry it as much as possible with a towel, leaving it damp... Oops

When I dye my hair or do highlights it is always dampened and toweled off first. I use semi-permanent though and that could be the reason.

towel dry hair means no blowdrying. dont blow dry hair before you highlight your hair. just air dry, and pat your hair. then highlight as usual.

highlights must be done on dry hair if not it will not hold to your hair

PLEASE DO NOT WASH YOUR HAIR BEFORE YOU COLOR IT.. IT HAS TO BE DRY AND U WASH AFTER!!!
