Saying to someone you love them will make them feel cornered and with too much responsibility when the other person haven't decided yet if they want to stay in a long term relationship, because they are still getting to know you.

How long have you two been together? Has he told you anything about how he feels toward you? You need to think about it yourself because only you know what he is like. I would like to think that he was shocked in a good way but that is because I would be.

He probably didn't see it coming. Its ok that you feel that way, however you are probably the only one in the relationship that wants to take it to the next level. The best way to bring him out of his shell is try to get him to share his feelings not necessarily about yours and his relationship, but things in general. Try to get him to show is softer side.

Don't expect anything in return. Love is given freely without conditions so if you expect something in return for the "I love you" then you may be expecting too much from him. He may enjoy your company, but that does not mean he's in love with you.

You caught him off guard. big time. he probably had no idea how to respond. a lot of guys are like that. don't take offense to it...he might not be ready to say it yet. don't pressure him to say it back either that wont help anything.
