All the ordinances regarding the number of pets a person may have per household are locally made (and not necessarily enforced) so to find the number allowed in Ft. Wayne all you need to do is call animal control or the humane society.
I am not sure how many cats I am "allowed" to have in my community. I have had up to six for over ten years. Now I have only four. Since they remain on my property there is nothing for my neighbors to complain of. Barking dogs can frequently be a great neighborhood problem and that takes only one to create a reportable nuisance. If cats are free-roaming and smelly up the neighborhood with their waste in other people's yards that's reportable too.
Of course if you rent your living space your landlord can put a limit on the number of pets you can have in an apartment or a home.

I read an interesting article recently on 'cat hoarding'. Basically there is no real upper or lower limit because it depends entirely on circumstances - if you live in a mansion and are very rich and know exactly how to take care of cats properly then 20 cats may not be too many! On the other hand if you are poor and live in a tiny cramped house and have no money to spend on vet treatment, then 5 cats would be far too many.
Darn it I can't find that article anyway! But what I've said above summarises it. I think really, 5 cats is enough for the average person with an income and a knowledge of cat care is plenty to be getting on with.

It depends on the house, and if the owner is actually taking care of them and not letting the place stink to high heaven.
For instance, for a couple of years I had 3 cats in my single-wide trailer. If I had my druthers, I would have only had 2- but the last two were a brother and sister that absolutely HAD to stay together. I managed well enough, but wouldn't want to do it again.
Another guy I used to know had 20 or 30 in the house, and a matching number outside and around the place. And every time I walked in, I gagged- literally. Needless to say, that is way too many. I don't think he has them now- At least, for their sake, I hope not.
It's really a matter of common sense.

I must say that some of these answers are just ridiculous!
I would have to say to check with animal control or city hall. Every state & town laws vary. In my town, we are allowed 3 dogs before you have to get a kennel license. For cats I'm not sure about or if there even is an ordinence in place for cats. I own 4 cats, all indoor cats. Cat boxes are cleaned daily and all are healthy. I think that is what is important. So the more cats you have there is definitely more work that has to be done to keeps things clean and have a healthy enviorment for them.

As many as you can reasonably control , care for, and keep healthy without causing your neighbors to complain or any incidents of people getting hurt. I had a friend who lived out in a rural area who had over 60 of them, but they were all clean and healthy and she kept the house very well tended, there was some animal smell but nothing overpowering that were obvious health code violations, and all of them got along well with any visiting humans. On the other hand, my friend had this neighbor that had only one cat, but it was mean and was put to sleep after it attacked a 4 year old child and gave it a nasty scratch on the cheek that almost got the eye.

Out in California you can have 3 dogs and 3 cats or vise versa. The person that comes around to check to see if dogs in the area have Licensing tags told us that.

Well, I think it depends on where you live. For where I am (Minnesota) it's 3. If you want more, I think you have to get your neighbors to sign a petition (?) to make sure that they're fine with you having more (I'm not really sure why, maybe because of noise?)

If you don't like pet hair all over the place I would say ZERO. But if you are a old cat lady feel it to the brim as long as I'm not there!

I live in wisconsin and in our town it is 6 so you should call your city treasureer and check with them or even a local vets office should now.
