In the movie from the 1990's-"Dogma" they quote a bible verse that went something like whatever you believe on earth, i will hold true in heaven. something like that. i remember hearing peter but i don't know if jesus was talking to peter or it was in peter. do you know where it is and what the actual quote/verse says?

This is Jesus speaking to His apostles.
Mt 16:19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.

Mt 18:18 Verily I say unto you, Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven.

The reference is in Matthew chapter 16, verses 16-19. It's meaning is somewhat mysterious and controversial, but I believe that it has to do not only with the apostle Peter's authority, but all leadership and members of Christ's church here on earth. This is because all those who received Him by faith are children of God (John 1:12), and have been given a measure of authority and power by the Holy Spirit living within them, especially as they pray. So, this is meant only for the believer, not those who don't believe. In addition, in the Greek you will find the words "shall have been bound", rather than "will be bound". In other words, whatever believers decide as they are guided by the Holy Spirit, the Father in Heaven had already had this decided and ordained that it would surely come to pass here on earth, before any believer even thought about it! Now, how about that mind bender and puzzle that supercedes the time-space continuum by which we are bound conceptually?!

Correct answers above it was Peter.
Simon BarJonah (Simon son of Jonah) was called Petros(Peter) in other places by Jesus.
Now keep in mind that all of the twelve were together and Peter was the speaker(spokesman) for the group so to speak.
Now there is some misunderstanding on what Jesus said.
One way to look at Jesus answer is that Peter did not know this (Jesus was the Messiah) just by his self but came to him from God.
Jesus then adds: if heaven releases (looses/allows) this (info) then it will be released (loosened/allowed) on earth. Likewise anything released on earth has been released by dispensation of heaven(God).
Loosed or bound is by allowance of God. No by our desire unless it matches the desire and want of God.

Acts 12:7 Whatever you bind on earth shell be bound in heaven and what ever you lose on earth shall be loosed in heaven.
God has blessings of protection in heaven and whatever you believe it shall come to pass. Faith is the key that unlocks the door. Whatever you want on earth is released from heaven if one has faith and wait and faint not. God wants to give you the keys to the kingdom now in this day.Matthew 18:18
