Malibu is somewhat isolated from a lot of the surrounding towns; that is part of the appeal of living there for the residents. As you can see by looking at any map, Oxnard and Camarillo are the closest towns to the west (15 - 20 minute drive along PCH aka Pacific Coast Highway), Agoura and Calabasas to the north (15 - 20 minute drive on windy canyon roads), and Santa Monica and Pacific Palisades to the east. However, if you chose to look on the eastern portion of Malibu, you might just be close enough to Santa Monica where you could walk there and back in a somewhat reasonable amount of time and be able to visit hot spots such as the 3rd Street Promenade.
Rental properties are outrageously priced; I've heard of properties ranging from $10,000 - $30,000 per month and I'm sure there are some that are more expensive.
As far as Laguna Beach being a better choice, that depends on what you really want. I know that the weather in Laguna tends to be up to 10 degrees warmer on average than Malibu during the summer and is on par with Malibu during the winter. Also, it has a population almost double that of Malibu, which might take away from the exclusivity. On the plus side, Laguna is in Orange County (tax rate 7.75%), while Malibu is in LA County (8.25%) and you won't have to deal with LA county's wastefulness. Malibu is actually 26 miles long, so the west end of it is really in the sticks without much, if anything, going on. Malibu is a hotspot for mudslides and flooding in the winter, and wildfires in the summer. Yes, you CAN be endangered even if you live on the beach. I'd pick Laguna Beach over Malibu any day of the week.

Look into Balboa Island in Newport Beach. Newport Beach borders Laguna Beach.
Rentals on Balboa Island are relatively affordable. We rented a 2 bedroom apartment for $1800/month which is about the same as anywhere in Orange County, but the beach was literally steps away. Of course, houses are available too if you don't like apartment living.
There is a walking path at goes around the island, it is about 2.5 miles around. There are shops and restaurants on Marine Ave, which is the main street. There is a small grocery store on the island and a large Pavillions grocery store a short walking distance off the island. There is also a ferry that goes to the Peninsula where you will find more food and shopping.
Rentals on Balboa Island are available for vacationing and long term. There are summer-only and winter-only rentals as well.

Laguna would have a livelier beach scene than Malibu and Laguna has a lot of restaurants, bars and shops right by the beach. You can also be entertained by the legalize marijuana crowd that waves their signs in the park as you enter Laguna. Some times they are protesting one of our many wars.
Laguna is a fun place. The Sawdust Arts Festival is going on right now so that brings in even more people.
Quite a few of the people that live on the beach in Malibu have multiple homes and a lot of the time they might be enjoying one their other multi-million dollar homes.

hey all the beachs have shops and restaurants.. if i was u i would pick newport beach.. all thru the day and night people are just walking up and down the streets having fun with no worries in the world. plus its nice and clean over there and there is just so many resturaunts and even a itilian one right on the beach which is really nice and be open real late and even some famous chilli dog shops and other shops and there is also a club right on the beach also which is why alot of people be out walking around

Laguna is my favorite beach in SoCal. Beautiful and has a lovely little town surrounding with restaraunts and shops surrounding. There are always people around.

zuma beach is. on very very hot days especially if its a saturday or sunday its loud but for the most part its quiet
