Depending on where you're located, there are a lot of American and English speakers who live in Taiwan. Have you checked out the language exchange classifieds in Taiwan, such as:

I can't do it... at least, not using Messenger. However, I have a suggestion you could try. If you live in the United States now, try going to your public library. Many of them have English tutors, or can tell you where to find English tutors. Most of these programs are free and designed for people just like you.
If you DON'T live in the United States, ignore me. My suggestion doesn't do you any good if you still live in Taiwan. Sorry!
