United States, France, Mexico, and Brazil, would be my guesses. I am the least sure about France because there might be some French-speaking place in Africa with a higher population.

Argentina 40
French:
France 64
Haiti 8
Portuguese:

Portugal 11
Thamks to Cabal for completing the French. Didn't think to include African countries or, for that matter those in the Indochina peninsula since they use their native languages at least on a par with French. ... dommage!!
