It comes down to the powers of determination versus desire. For instance, if one was so determined to get a promotion at work and worked as hard as he could to get it he will be more likely to receive it, even though it's not guaranteed. Yet say for instance you wanted to get somewhere with someone sexually. Ones who are more assertive and push it onto a person is one who has more desire to reap the benefits quickly and will probably fail in their efforts but this is also not certain.
Simply, work hard to achieve your (logical) goals and be patient to achieve your desires. So, to answer your question, yes to desire, no to determination.

Of course not, I believe and have seen that when people want something they put all or most of their energies into acquiring it. They work towards that 'something' with vision and passion and once diligent they get it sooner or later, but they do get that something once they pursue or want it.
