Of course Congress passed the bill then Reagan signed it.

It was specifically called the Immigration Reform and Control Act of 1986.

Congress has to pass a law before the president can sign it. If it's something the president comes up with himself it's called an Executive Order. It's not so much law as it is a mandate that the government will adhear to certain policies.

The 1986 amnesty you are referring to was passed by congress.
