It's possible that she has a diaper/heat rash that isn't red but still is irritating her. Try using some diaper rash cream on her bottome where she is putting her hand or maybe some baby powder with corn starch in it.
It's possible that she is having an allergic reaction to the chemicals in the disposable diaper or if you are using cloth maybe she has a similar reaction to your laundry detergent or whatever you wash the diapers in.
Beyond that, I don't really have any ideas.

She might be itchy, or could have pinworms. (Little kids can get them often - especially since they don't know how to wash their hands if they've been in her diaper.)
Here's how you check for pinworms: get some clear (not frosted) Scotch tape. Put a little bit over her anus before bed. (they come out in the dark) When you change her diaper in the middle of the night or the morning, you can see them on the tape. A simple medication from the pediatrician can clear it up - the whole household will need to take a dose as well.
Otherwise, she may have just realized that she gets a rise out of you when she does this, or just that she can do this in general.

Yes she's normal. Mine finds her normally covered parts fascinating too. Lucky for me its her feet she likes best! Put her into a little body suit like a vest with poppers to do it up between the legs. Cant get her hand down there then.

She is ready to be potty trained. The diaper may be irritating her now. Try training under ware. I know it will be messy for awhile but she is ready to use the toilet.

Is she scratching? She may be irritated back there. Try getting some A & D ointment or Desitin, and put that on her after each change. It's a sensitive cream used for babies that helps soothe irritated skin.

She is not ready to potty train! She may have an itch or a slight allergy to her diapers. She also needs to be checked for pin-worms.

Kids do weird things. If it is bugging you, you can put onsies on her. You can try to start potty training her if you'd like or wait a few months.

it sounds like she's ready to be potty trained...baby's try to get the diaper off cause it feels weird.
see if she has diaper rash too.
ok i just talked to my mom...she said the baby has discovered herself & she wants to see how the poo or pee comes out...natural
