Partial truth is telling the truth at a preferable angle. Lying is flat out telling something completely different then what happened.

Not much difference there. The partial truth is told so that the person being told will base a feeling or opinion on only half or less then half of the imformation, which is the same as lying. Your aiming at the same results. which is usually to make yourself look better.

You mean like a little white lie, and lying? Well as you notice they both contain the root to "lie" so therefore they must mean practicing the same thing. Either way you're not telling the truth, but (as you said) telling the particial truth would have truth in it while a lie doesn't. It'd be better mto tell a particial truth than to lie, because then you're not totally making up something like lying would be.

a partial truth is a lie by omission. Leaving out something to save your skin is still lying.

I disagree with those that say that both are lies. The partial truth can be trueful without lying.... Bill Clinton proved this with his brilliant defense at his Impeachment trial:

Lay: Did you ever have sexual relations with that woman?
Clinton: Define "sexual relations".
Lay: It means intercourse - did you ever have intercourse with that woman?
Clinton: NO, I did not have "sexual relations" with that woman.

Technically, Clinton did not lie - he answered truthfully, as the word was defined. He never had intercourse with Lewinsky. Therefore, partial truth is not a lie!
