Depends on what you mean by attraction. I would say yes you could be attracted to her, but if she cannot look you in the eye, it may be difficult to develop a relationship. But that is a big if. The question is why can she not look you in the eye. Hey if the guy is 6'2" and she is 5', then I wouldn't blame her, or she should step back five feet. But if there are deeper issues these need to be explored. Bottom line, I do not think you can make snap judgements about a relationship based on one characteristic without knowing the details.

This is a cultural matter as to whether a woman will look into a man's eyes when she is speaking with him.
I feel that for most northern and western Europeans as well as Americans, the accepted norm is for a woman to look into the eyes of a man when she is speaking with him. For some peoples of Mediterranean cultures, it is a matter of modesty for a woman NOT to look into the eyes of a man with whom she is speaking.
My preference is for the eye-to-eye contact. I want to deal with a woman on an equal basis, and part of the essence of inter-personal communication is to read a person's "body language" when they are speaking. When I hold a conversation, I am processing not just the words spoken and the apparent emotional content of what is said, but also the body language of the person with whom I am speaking. The eyes tell a lot, so does the posture, as well as what she is doing with her hands (are her arms folded defensively, is there an "aggressive stance", or is there some touching of the arms of the man to indicate a closeness and sensitivity to what he is saying).
When a woman is looking over my shoulder, or to the left or right of my head when she is talking to me, I figure that she is not really interested in me and is waiting for somebody else to come along.

Yes you can. Looking into someone's eye may give you a connection, but you don't need to to feel attracted to them.
