Play classical music at extreme volumes when you wake up in the morning. When they complain, tell them that this is how you feel at night.

Before you resort to GeeGee's advice, have you tried talking to your neighbors? Honey catches more flies than vinegar, so have all four of them come over for snacks and see if you can't work something out. Sounds like the kids are the real problems. You might try just talking to them, as the parents sleep through it. BTW, are the kids smoking pot? or drinking alcohol? If so, and you can gently work this into a conversation about not wanting to "go over their heads," this may have the most impact! Teenagers react better to someone acting with respect--one of their worst complaints against others is "They disrespected me" Show them how they are disrespecting you.
I assume you're living in an apartment complex, so if you try the nice approach and it doesn't work and the landlord has ignored it, then talk to surrounding neighbors, and if they're affected by this disrespectful behavior also, band together to complain to the landlord. If that doesn't work, most cities have public disturbance violations which means calling the police.
If it gets this far, watch out for retaliation! Nothin' no worse than disrespecting teenagers--they don't think about long-term consequences of, say, tagging your car!

If there is a landlord- I assume you have a lease. If he's ignoring you, he may be breaking your rental agreement. So I'd consider sending him a registered letter, which will be proof you contacted him, because you'd have a returned receipt card from the PO. Give him a chance to deal with the issue. Can you move within the complex to get away from them? Call the police? Sounds drastic, but it's not retaliation if they are truly affecting your quality of life.

Two options come to mind...
Air conditioner and moving...
This is such a touchy situation for you...especially if you are locked into a lease.
If the landlord realizes that you are serious enough to be looking to get out of your lease, he has to know that the unit will be difficult to rent again with that lot in place. If he is the one to suffer eventually, he might listen to you. Try a bit of documentation of the problem then approach the landlord.

Go over and ask the parents to have the kids go someplace else to party all night because you can't sleep. If it continues, call the police and ask them to come out. Your problem will end soon.
