Satan is attempting to get God to change his mind. Satan tryed to rebel against God and was judged for his actions and cut off from God. God then creates man and gives him a choice, to have God as king or not and let's man choose. This arraingement was perfect until Satan showed up and convinced Adam and Eve that God was holding out on them and so convinced them to break the one rule they had in the garden. This decision breaks God's heart and he know has a choice, does he cast man away from him like he did Satan or does he forgive man and then be caught using double standards. So God, in his perfect judgement cuts himself off from man, fulfilling his duty as divine judge and keeping with the precedent he already established with the rebellious angels, and then in his perfect mercy provides a way back, originally through the law and then through Christ who is the fulfillment of the law.
With his plan backfiring Satan tries to increase the number that reject God through various means, alternate religions, science, "reason" and such, since that will break God's heart and he is trying to cause pain in order to both get at God and to still attempt to get his sentence revoked.

With his rebellious nature, Satan believes he can win. This is the same attitude he uses to influence the world into thinking it can win. There will be wars and rumors of wars, and corruption in government until Christ comes. But Man believes he can solve the world's problems, without God.

And if God knows he's victorious, why does he bother? And if he knows how every moment is going to unfold for the rest of eternity, why did he bother to even create the universe?

only God knows the outcome,satan will constantly do battle for those that do not know God,he thinks he will still be able to win over God//God knows that// that will never happen yet satan wants to take all he can with him,Jesus won and beat hell death and the grave

Satan is NOT defeated in every thing. He has a success with every soul he brings to Hell to suffer with him.

He knows he has a short time, and he's walking to and fro on the earth causing great havoc and evil in in vengeance. He knows that only in this earth age, he can be a god.

I used to wonder that myself, but then finally I just tossed the whole thing into the "doesn't make ANY logical sense to me" file and moved on.
