Neutrogena claims that their sunblock with helioplex is the best at block UVA rays...is there any truth to this, or is any sublock with both UVA and UVB SPF sufficient in blocking both rays??

I think if the Neutrogena brand only blocks UVA rays but claims its "the best" I wouldn't buy it. I would definitely recommend a sunblock with both UVA and UVB rays because it has more protection. I suggest Ocean Potion sunblock, its the one I use the most, but Bull Frog and Aveeno are good too.

any sun block made has to meet industry standards set by the government, so you don't really benefit much from spending the extra money to buy Neutrogena products.

buy loads of suncreams, and mix them up together, that way, you have lots of it, the companys are happy, and you get maximum coverage >.<
