I am 165cm in height and weigh 54kg. Am considered fat?

Despite the legions of people who try, you can't measure health by height and weight. Those measurements might be fine for some but not for others (for example different frame sizes or amount of muscle mass - muscle is considerably more dense than fat).

Furthermore heart and lung function is the most important aspect of health and this can't be measured with height and weight.

As far as looks, look in the mirror. Do you like what you see? Thats a better measuring stick. However, health is what you really want - a healthy person is more desireable in many ways.
