It is a religious issue! It has to do with consciousness.

It has never been ok to throw anything on the ground. Littering has been a minor crime for 30 years, I don't get it either.

In Indiana, it is a moving violation to throw butts out the window...and it should be! Is it less dangerous to throw an unlit pop can out the window?

If you have an ashtray, use it! Dont give me your garbage!!!!

You do realize, of course, that your question has nothing to do with religion....

Wait!
Here, - let me just fix that:

COMMANDMENT 11
"Thou shalt not taketh thy cellulosic remnants of paper-enclosed bundles of finely-cut tobacco and casteth them blindly upon the fertile and sacred grounds of The Lord."

Voila!, --- It is done!....;-)

I would say never you would not do it in your own home ( I hope) but far to many do it on the street.

It is only illegal if you get caught.

Most police aren't going to bother for something so minor, especially on the highway.
