It was part of their punishment. With he COT they keep claiming that if you mess with it the penalties will keep getting more and more sever. So this was a way to make their penalty more sever. I think that system you are thinking of may be for the old cars... they are taking this new car serious, and still working out the bugs... More people have been caught cheating with the COT than the old car... Either nascar has not told them exactly what they can or cannot do, or since its new the car owners and crew chiefs are trying to see just what they can get away with.
It was just a way to punish them more while not suspending their crew chiefs longer than 6 races, and the fines also... but I doubt the fines hurt anyone involved.
Dont worry, the 24 and 48 will be as strong as ever for the next 6 weeks...

Cause the violation was an eyeball one. The template fit . The officials eyeballed something they didnt like. This way that can stop the bleeding and let people catch up. Now its time to go spend a couple million dollars on a laser , to map the whole car body so the efficent NASCAR eyeballs cant spot anything else. So much for the COT saving money.

they did allow them to try and fix the fender areas between the templates but they werent able to do it to nascar specs. so they parked them , then the teams changed their fenders before sunday and were passed in inspection so they were allowed to race
nascar told all of the competitors that the inspection and penalties were going to be more severe with the cot in the begginning so its their own faults , just like JR's team
all the teams are pushing the limits on the cot right now to see what they can or cant get away with , just so they have an idea what they can mess with for next year when the car is run full time

They weren't offered the chance, but they were told to and the rumor was that if it wasn't fixed they wouldn't be able to race on Sunday. Who knows what's going on in this sport. Different week different rules. I like how they added a rule when they found something they didn't like. You would have thought that since it was found right off the truck they would have had the chance to fix it and end of discussion, but hey someone else has to win a race ;)

It is because NASCAR told the teams before the season started that they were not to mess around with the rules for the COT cars. PERIOD. They messed with the rules, so NASCAR parked them.

THEY WERE NOT ALLOWED A REINSPECTION UNDER THAT RULEBECAUSE THE TEMPLATES FIT RIGHT
THE VIOLATION WAS IN THE AREA BETWEEN WHERE THE TEMPLATES FIT
