It's like a ratio. If it says '1 part vodka to one part soda' then you would add equal amounts of the two ingredients. If it says 2 parts vodka to 1 part soda (as well as getting drunk quite quickly!) you'd add twice as much vodka as soda.

An equal measure of something. Like two parts water to one part salt....it could be two cups water and one cup salt, or 2/3 cup water and 1/3 cup salt.....just so it was equal "parts"

It's not any particular set amount. It's an expression of a ratio. Say, if you need one part flour to three parts sugar you could use one cup of flour and three cups of sugar. Or, you could use one tablespoon of flour and three tablespoons of sugar....
