There are people born every day that do not have the ability to comprehend what a god is, who Jesus was, or even what their own name is.
These people do not have free will to choose heaven or hell. They're lucky to continue breathing.

Free wIll is a different thing than proper brain, so I don't see the relation.
Also, you may not know that there is a thing such as previous life. So, as a result of misuse of free will in one's previous life, one can get his free will restricted in the next by being punished to possess unproper brain. This is called karma - the natural law of action and reaction.
God is not directly responsible for our sufferings, because we have free will. I hope you are born with proper brain and will understand clearly this point.

God grants the creation of life, not what goes into it. Things like that and Down Syndrome and all other horrible diseases are out of his control because those come from the genes recieved from the mother and father or from what we choose to do with the free will given (like mothers drinking and a child having Fetal Alcohol Syndrome). What will happen to you like that isn't really about free will but fate. Would you terminate (abort) a pregnancy if you found out your child was going to have problems? Some people would but I wouldn't, it's still a life and they are as happy as they can be. It's sad that things like this happen though, children shouldn't have to put up with this.

Actually while my heart goes out to the parents, I'm torn between saving viable lives and the potential for abuse and harvesting prematurely.

Apparently you don't, because you would understand that God is taking care of that little baby.
God is loving and He pours His mercy and grace on us everyday.
Yes, it is sad and tragic and things happen that we don't understand or can't explain, but when you put your trust in God it becomes a little more comforting.
