"In June of 1975 the Islamic fundamentalists attempted to overthrow the regime of Mohammad Daoud. They started the insurgent movement in the Panjshir valley, some 100kms north of Kabul, and in a number of provinces in the country. However, he government forces easily smashed the insurgency, and a sizable portion of the insurgents left the country and settled in Pakistan, where they had complete freedom of action."

I think there was a civil war starting to brew before the Soviets invaded in 1979.
