How to add a new user account to Windows XP.
Click the "Start" button
Select "Control Panel"
Select "User Accounts"
On the User Accounts Window, select "Create A New Account"
Type in the user name and click next
Select their level of access (Administrator or Limited)
(limited is suggested for children so that can't install or change important computer settings)
Click "Create Account"
Next you will need to add a password to the account. If you don't anyone can use that child's desktop and that child can use yours if you don't password protect it. You can also change the picture.

You can make a "clean" account by using the Control Panel, User icon and creating a new account. However, you can not restrict that user from having any shared programs. Whether a program installs itself for only one person or for everyone is contolled by the inidividual program, and not by a setting within Windows itself. So there is no simple or single way to restrict an account from ALL non-standard programs.

If you use a "limited account" you can restrict them from more things then a regular account does. It also prevents them from being able to install most new programs themselves, limiting their access to programs.
