It is a natural phenomena which is highly regulated by one of a cranial nerves in our body, called Occulomotor nerve. Blinking response is a protective reflex that, keeps your eye surface clean,moist and free of injury.
Individuals may lose this protective response after a head injury and other brain related injuries.
Lose of this response if, untreated will lead to blindness.

isn't it because when you blink, your eyelids basically lubricate your eye, to keep it moist. if you didn't blink your eye would become all dry, and itchy.
