It's simply an expansion on the Golden Rule. God wants us to be kind and helpful to each other. Treat others as we want to be treated. If everybody did this, what a wonderful world it would be! There would be no murders, rape, wars, thefts. It could end famine and poverty, if those who have it would share with those who don't. God gave us the blueprints for an earthly paradise, a Utopian society, if you will. People, however, have let the 7 deadly sins (greed, envy, lust, sloth, jealousy, pride, and gluttony) get in the way, and they have chosen not to follow God's commandments.
I for one, try to do my part. I share what I have with those less fortunate, I try to be kind and helpful whenever and wherever I happen to be, and I don't spend my time trying to figure out how to get more and outdo the neighbors. I'm only human, so I'm far from perfect. But if everybody put forth a conscience effort, it would change the world.
What happens when we don't, is what is happening in the world now. War, famine, disease, violence everywhere, and people who in most places have to keep their doors locked, and in many places be afraid to walk to the corner convenience store alone after dark! That's what happens. If you think it doesn't affect you, wait until you or a loved one is the victim of a violent crime, or is killed in a senseless war. I have been the victim of a violent crime. I have lost loved ones senselessly. I want the world to change! I am only one person, however. I can do my share, try to make my world a little brighter for those around me. I raised my kids with morals and good values, and they are decent, productive citizens now. I encourage others to do the same. If we all raise our kids to be moral and decent people, maybe we can slowly outnumber the bad people and eventually change the world!

It's more the way you deal with people than having the actual emotion of love. When we hate others or just don't care what happens to others, we have war and destruction. Look what almost happened in London just today. We should all be concerned with each other. "Neighbors" doesn't really mean the people who live in proximity to each other. This world is so small and communication so instantaneous, that our neighbor could be on another continent. It's up to this generation to work toward getting people to stop hating each other. If this doesn't happen soon, I fear the human species won't be around for much longer.

You don't HAVE to do anything, but love is a lot easier to handle than hate. Hating someone only hurts you, because of the way it makes you feel. It uses more negative energy.
What happens when you hate is that YOU feel miserable most of the time, because you're concentrating on how much you dislike someone.

I don't "LOOOOOOVVEE" everyone, but I do accept them as they are.
If I am not especially feeling friendly towards someone, I stay away from them.
Just treat other people the way you want to be treated.
That's how I look at it.

When it says that I don't think it literlly meant love, love, but to care for and take care of other people just as we would ourselves. Jesus was kind to everyone and he never pushed anyone away no matter how great their sin, or how different they were.

If we love our neighbor as ourselves we will keep the law and the Commandments. We will not lie to him. We will not steal from him. We will not kill him. We will not covet his wife etc.

You don't have to. Every barrier you want to put up is up to you. The effects of that choice are yours as well.

Love does not mean saying, "yes".

I love everyone, everything. I have no problem saying, "No", reporting criminals, and if it became necessary, killing a would-be murderer to save others or myself. I would still love them, want the best for them, want them to grow and be better, but not at the cost of others, taken by force by them.

Love them. See them as they are.

I kind of like the idea of being kind to my neighbors. Makes good sense regardless if it even does come from a book where the protagonist is the worlds most prolific murderer and the antagonist helped the first 2 humans gain knowledge.

Basically, it's the same as "do onto others as you would have them do unto you" Meaning, don't do to someone else what you wouldn't have done to you. If you don't like it, chances are, the other person doesn't either.
