I am a bit of an old timer but in my day I would usually make eye contact with her first and see if she seemed interested. I usually liked to get a smile from her. Then I would approach her and in a friendly, gentlemanly way ask her if I could buy her a drink. It is always a good idea to have a few clever replies handy if she declines. Never be rude.
If she accepts, it is time to converse. I always found I had far greater success if I kept the conversation about her. However, if she is hesitant or is only giving one word answers, it can start to sound like an inquisition. If she does not want to share her personal information with you at all, that is a red flag. For instance if you ask where she works or where she went to school and she hems and haws. It is time to bail out.

Say sorry i think i have spilt some of my drink down your dress (or what ever she is wearing). Doesn't matter if you have or not it is almost guaranteed she will ask you where and you can both look for it. Then it's down to you. Could say that looks like a new dress or some thing. Worked for me.

Hi can i get you a drink, you can choose what you like. That way she won't think you're gonna drop anything in it. Then you can ask her if she's from this area, would she like a dance etc. Relax and go with the flo and you'll be fine.
