Flyaway control?

My friend's (she wants me to ask this question for her) hair usually sticks out at the bottom. In other words, flyaway hair. She TRIES to use hair serum etc but she's allergic to them. She has fine hair but rarely ponytails it (never) - does that affect flyaway hair? Too much oil or too less oil? Does conditioner make a difference? What do you think?

Conditioner will help it not be so puffy definitely
Also have her use a breakage creme that she puts on her hair after each shampooing. I just starting using the Herbal Essence one and it calmed my hair right down
