try a shop called the works they sell a lot of cheap paint and i recomend you buy a tube of gesso it saves you a buying lot of white paint which always runs out first. that will save you more money in the long run. dont buy the tubs always go for the tubes (as soon as you put a dirty brush in a tub youve spoilt the colour). finally dont buy their brushes they are rubbish. the best value brushes arn't at the art shop they are at the DIY shop. I always buy harris brushes because the hairs never come out and spoil your painting

I get all my art materials from http://www.artesaver.co.uk/. They are the manufacturers of Seawhite artist materials and sell to the public. It's reasonably good quality stuff (not like Winsor and Newton in quality, but not bad!) and cost £1.85 for 200ml tube. You can get a set of 8 tubes for £14.50 boxed.
Or if you can get your place of study to sign up, they can sell to a nominee of an organisation (like a school or college) at wholesale prices (and wholesale shipment sizes too if you can get a lot of people on your course to buy stuff) wholesale is at - http://www.seawhite.co.uk/
Delivery is quick (3 days was the longest i've had to wait) and is £3.95 on all orders under £35 or free above from artesaver.
If your wanting immediate art materials, it depends on what your wanting as to where to go. Paint and canvas from 'The Works' is ok, but not great quality (does that matter for your portrait?). The paintbrushes are poor quality and difficult to use from The Works, so Stationary box is better (if there is one near you). If your really desperate, Hobby Craft has nice paintbrushes but you'll pay for the convienience at the till.

Ebay - or depending on location in UK - there are a lot of these discount warehouses opening - they usually do art supplies - my local one does oil and acrylic paint sets for £1.99 - (12 colours)

Atlantis, Plumbers Row, London E.1. near Aldgate East Station. They have a massive warehouse style building with loads of stock of Artists' material and are quite cheap but good quality.
