Since you are in an apartment most people would tend to recommend smaller dogs. I however wouldn't. Small breeds can easily break/fracture bones and have problems with their hips when jumping off funiture and they are more sensitive to being ruffed by children. Of course if your kids are older then it should be a problem. You can get them actively involved in their care and training. I personally would recommend a jack russel terrier. This breed has a lot of energy but does well with children. It is on the smaller side but characteristically it's harder than most smaller breeds. Also a beagle is a good choice. Beagles do have their own specific health issues but if you become aware of them and regularly visit the vet then they are are a good choice. And last but certainly not least my favorite is the poodle. I would recommend the medium size poodle. They are great family pets which aren't as high energy as the terrier's but can tolerate and enjoy children. One other bonus for this breed is that they don't shed. Regular grooming to keep their coats cut short is all they need.

I recommend going to the local shelter and looking at 20-26 inch mutts about 2 years old. The shelter should let you and your children play with the dog and see how it works. This size dog is small enough for very young children and hardy enough for older children to play with.
Puppies tend to jump and nip at small children, scaring the children, also you deal with the chewing and other puppy behaviors. A two year old dog is still young enough to be spunky yet has out grown most puppy behaviors.
I have had a lot of luck with this type dog and children. I recommend obedience classes with positive reinforcement for family and the dog. Also, with so many unwanted dogs this is a good way to save. a life of an unwanted dog.
Boxers as mentioned earlier do not make good apartment dogs unless you have lots of time to spend training and exercising them.

Schnauzers can be excellent apartment dogs as long as you curb thier barking at an early age, a coke can with pennies in it will do the trick. When they bark for no reason or a reason you dont want them to just shake it and diverts thier attention. i have 2 schanuzers and a three year old and a 6 month old they do great.

Pugs are good with kids & don't need much exercise.
Do some research on the pug's health problems though.
Ask this question online & you'll find a site that will tell you what dog would be better for your conditions.

i could be what i'm now, a robust ol' American mixed breed. i could be severe, have a robust artwork ethic, and % to stay in a robust working homestead. If I have been saved as basically a puppy in a fenced backyard, i could be digging large holes and barking using shear boredom of all of it. i could % to be taken places, to income new issues, and to work out human beings. i could be friendly yet reserved and not aggressive. i could be very unswerving to my loving proprietor and to the my kinfolk. My look could be known. No extremes, consistent with probability a medium or double coat. very like a pass between a spaniel and a shepherd. shade black consistent with probability brown with a splash white trim. i could be eye-catching to look at and intense-high quality to touch. i could problaby weight 50-60#.

a small, calm dog that can easily get along in close quarters. maybe a Boxer, because they are the family type ( a medium sized apartment) or a pug- they're pretty cool.
