No. Playing games would be if he just flat out lied to you and all and played with your emotions and all, getting you to think that he's in love with you, have sex with you, and then run like a thief in the night.
All he wants is sex. But yeah, he's not playing games. At least he was honest and upfront about it tho. I'll give him that one. But no, he's being just direct and upfront.

Desperate is the word that I would use. Also, he may figure it's worth a shot. If you say yes, he gets what he wants. If you say no, he's no worse off.
If you like the guy otherwise, just treat it like he's joking and move on. If that becomes a defining characteristic, then it's probably time to bail.

Sounds to me like he just knows what he wants; in this case: a BJ. If you're even entertaining the thought past being angry or insulted, he must have judged correctly! If the thought turns you on, go for it...I guarantee he'll enjoy himself. As for you, I'm not sure what it is you're asking us!?
