So people go to church and pay tithing at their individual church. Does that church keep all of the money and use it for its needs, or does it like send it to the church head and then the church head distributes funds as they are needed to the chruches? Would a catholic church that was not making enough money to keep itself running get closed? And please, no comments on how giving money to churches is evil, or a waste, or paying court settlements, etc...

The parish gets to keep most of the money. A small amount is sent to the chancery for the running of the diocesan offices, activities, and priests' salaries. The diocese in turn sends a small amount of that to the national conference and the Vatican for the running of those offices.

I can't say that has never happened, but I've never heard of it. The bishop has an obligation to care for all the Catholics in the diocese. Parish lines are redraw occasionally, but that is because of a change of the number of laity.

Each diocese is an autonomous entity and each parish is relatively autonomous. Each local church tends to keep most of its collection. Some money is forwarded for the functioning of the diocese and some of that money is used to support the functioning of poor parishes. A little, very little, goes to support the Church of Rome. I believe it only comes from rich diocese. The Church of Rome had been sliding into insolvency for decades and the principal bishops got together to form a survival plan. The problem was that the Pope refused to reduce spending on the poor, but with inflation and in some areas, increases in the number of poor, that meant that Rome's funds were going out faster than coming in. Mussolini had gifted substantial funds to Rome, which it turned around and invested to support its operations and to feed the poor.

Likewise, many of the sources of funds for the poor are run through local and international relief agencies. All diocese run food pantries, soup kitchens, and so forth. The papacy does manage some cross national agencies. When the Palestinian crisis first occurred in 1947 it was the papacy that fed and housed the refugees.

And, to the side of all that are the religious orders and evangelical communities, which are totally autonomous, self-supporting and self-governing. Each of them run their own operations both in parishes and in community and do so in accordance with their own rules of life.

As far as I know each parish runs itself as a business but can ask for financial help from their bishop if they are not making ends meet. This is why sometimes the priest drives a Hyundai, and sometimes he drives a mercedes.
