No, it's not nice & meant to be an insult. I am offended when somebody says this because I had an uncle who just passed away & he had Down's Syndrome. In many ways he was retarded, but was still very smart. He had the biggest heart of anybody I've ever known. He's missed very much. So please think twice before calling somebody "retarded".

No. The definition of "retard" is backwards.

"Retard" is common slang for a handicapped or developmentally delayed person.

To call someone retarded would be saying they are not operating at a full or even recognizable intellectual level.

This word is unfortunately another word corrupted or distorted by various groups (like the word gay for instance). It is politically incorrect to call someone a retard as it is seen as derogatory and harsh in its usage e.g You retard!! (when someone stuffs up).

Whilst the term is correct in its definition, the normal etiquette would be to say they are mentally or physically challenged or handicaped. Hope this helps
