No the light on the controller turns off.
U need a ps3 controller dock so u just put the controller on the dock and it recharges.

I always just plug mine into my PC. That way you charge many controllers at once, depending on how many USB ports you have on your PC. Also, you dont have to leave your PS3 on all the time when charging by your PC.

I think you can recharge it if it's on standby but I don't think you can charge it when it's off.

No. You need to buy special Sixaxis charger.
