So she is not married or engaged. Ask her out. But warning. Your are friends? And if it goes bad that may be over with. You decided you want to risk the relationship for a date. Or not. And then you practice something together and if you have a bad relationship then you still have to see each other. Think before you act.

Of course you should still be friendly with her, but just don't suggest that you want to start a relationship with her. If she already has a boyfriend that's a bad idea.
If she spends some time with you however, who knows what can happen?

You should just become really good friends with her and then be happy for them both, and when they (if they do) break up, be the first to support her and then after a few eeks (not straight away because then she will think you were not relly her friend) tell her how you feel.

Love is for all people. If you think you love her very much why not propose to her? But be sure you will not make her suffer. If she is happy with her boyfriend, you might be an obstacle to their relationship. You must be considerate, if it happens to you, will it be fair? If I were you, look for another girl who is looking for a boyfriend. Just treat her as your friend, and thats fair.

Try to find out what her boyfriend is like. If he's a nice and deserving guy, just swallow it and accept that you will have to remain "just friends". On the other hand, if he's a jerk, show her that you can treat her better.

If you like her, go for it. If she's in a solid relationship, she'll brush you off and you go from there. If she's not in a solid relationship, she may return your interest. She may not, but if you don't try, she definitely won't. Boyfriends are not obstacles in and of themselves. I wouldn't be married today if I had backed off because of a boyfriend.

You need to continue to be her friend. If she has a boyfriend, you just leave it at that. Don't try to approach her with your feelings for her because that will probably ruin the friendship.
