ok your all wrong, DO NOT lift your butt off the ground as its v.bad for your pelvic gurdle and lower back.
For fast fat loss id go with skipping as it will do wonders to trimm body fat.
Lower abs - do some leg raises (lying down and bringing your knees to your chest or straightened legs swinging up as far as you can...you can also try ankle weights for added gain as your abs are a fast twitch muscle which means more weight less reps will work better! :D

An hour of semi-brisk walking everyday, or better yet running, will kill the fatty calories along with waaaay cutting down the portions of stuff you eat. You have to work out more and consume less! Don't eat fried and surgery foods. Forget bread and salad dressing. Eat apples and non-fat or low-fat yogurt. Don't eat anything after 5 p.m. If you have to eat something in the p.m., then have gelatin. Do your workouts in the morning after you get up. If you do 'em in the evening, it may keep you from being able to sleep. Jumping rope is a great thing to do, too. And don't forget to drink lots of water during the day to flush out the poisons in your system. Try all this for a couple of weeks and you'll start feeling and looking better. But you've got to try. Don't "just do it." JUST DO.

it's physiologically impossible to target part of a muscle. muscles either contract as a whole or they do not contract at all.
leg lifts, flutter kicks, etc. do not target the lower abs. the primary mover is one of the muscles of the hip flexor that lies underneath the rectus abdominis. the RA is only contracted isometrically from such movements. optimum stimulation of a muscle will also occur when the muscle is exercised over the entire range of motion. don't judge the mechanics of an exercise by the amount of localized fatigue that is felt.
to see the entire abdominal wall you must decrease the level of body fat. cleaning up the diet, eating more high fiber carbs and training at a high level of intensity is the only way to go. remember that exercise only provides the stimulus to the muscles and to the CNS. the diet ultimately determines the size of the muscles and the level of body fat

Losing weight is 80% diet so keep the weight in check by watchign what you eat. For the lower abs try this excercise. Lie on the floor facing up and while keeping your legs straight as possible lift them straight into the air. Then bring them down SLOWLY and repeat. The slower negative movement will rally more muscle fibers for faster gains.

From reading goofy fitness magazines, I understand that you need to burn the fat with aerobic exercise (walking, running, biking, etc) and tone the muscles underneath the fat with situps. In other words, there's no way to specifically target the fat on your stomach. It sounds like your muscles are all pretty firm and so you just want to reduce overall body fat with aerobic exercise.

Crunches won't lose the flab--they will build muscles under the flab. You have to do at least 30 minutes of cardio exercise a week and watch your calories to burn the fat.

do any kind of ab workouts, crunchies or trunklifts for example, this will burn calories and when your abdominal muscles get larger, it will make it look like there is less fat. besides that try to eat healthier

Lay flat on your back, put both hands under buttocks, and lift legs together or individually without touching the ground for about 2 mins or as long as you can take it...
