on my last round of golf with friends, my partners ball get into a bunker. the ball lies at the slope area of the bunker where there was no sand or grass. the orginal ground surface could been seen & due to a heavy wash out the surface condition has someting like drain. what is the rule? can the ball be drop within the bunker area?

or if you think it will damage your club take a drop with one club length from the spot no closer to the hole. This coud be within the bunker or not. No stroke penalty if the surface would be damaging to the club. If not you should be playing it as it lies. If that means you have to pitch it out sideways OH WELL THAT'S GOLF.

Having no sand in the bunker where the ball comes to rest is not a condition for a free drop
Play it as it lies
or under rule 28 you have 3 options
declare unplayable and drop in the bunker within 2 club lengths no closer to the hole incur 1 shot penalty
Keeping the point where the ball finished and the flagstick in a line go back on that line as far as you like within the bunker and drop incur 1 shot penalty
Go back to where the last shot was played incur 1 shot penalty
The only time you get a free drop in a bunker is if it lies in casual water

play it were it lies, i will give you one more ruling, and we all have been there....it rained, the bunkers all have water in them...you get to play the ball in the bunker where the water is absence without penal, but if there is no where to drop the ball without going back into the water you then are forced to drop the ball outside of the bunker and take a one stroke penalty. another reason i don't follow all the rules, most but not all. divot in the fairway is another.

It depends on if the course has designated such areas as "grounds under repair". If so, there is no penalty for a drop within two club lengths, no closer to hole, and still within the bunker.

If it is not grounds under repair, you can either: rehit from your original position, with one stroke penalty--or--drop within 2 club lengths, no closer to hole, with one stroke penalty, --or--drop along the flight of the ball, within the bunker, for a one stroke penalty.

Sounds to me like if it is not marked as grounds under repair, you should play out sideways or whatever, just don't take a penalty shot and then still have to hit from the bunker!!

What incubsurfer said is essentially correct , except for one thing: There is nothing anywhere in any rule of golf about "line of flight". All drops are determined either by where the ball currently lies, or where you hit from.
