You are incorrect that all of them were here legally. At least five of them were illegal aliens. Further, all of them had violated immigration laws. Some came down illegally from Canada, and some up from Mexico. So, tougher border control and tougher enforcement may have prevented 9/11.
All of the Sept. 11 hijackers broke U.S. immigration laws and some of those violations could have led to their detection and arrest, according to a new staff report from the bipartisan commission that investigated the attacks.
The detectable violations included fraudulent passports presented by as many as seven of the 19 hijackers, the report said. Also, U.S. intelligence had linked at least three of the hijackers to terrorist groups, but officials never placed their names on the watch lists used by border inspectors. An excerpt:

Yes this is true but urban legend says they snuck in from Canada. To add insult to injury the visas were later reissued to to of those dead suicide pilots and a number of people in immigration got their butts skidded for it.

ADDENDUM:
Here is the report all covering the entry and status of the terrorists who were in the US legally. Overstaying a visa is not a capital offence in any country and the problem can be rectified by paying out a few hundred bucks in fees.
Anyway it is a long read but should settle things once and for all for those who have the time to review it.

It was defeated. Get over it, because the crack downs on illegals, and visa overstays will still go on. :P Our job now is to make sure both houses keep it funded this time. Which I for one will continue to write, and complain for them to do so.
And Jason A has the facts. Still they say between 40% and 60% have overstayed their visas.

Jason A has a point there, heck before 911 even happened, I had read about Clinton's role in opening this nation to terrorists by helping to admit in immigrants that would vote Democrat in the 1996 election.

Actually, several overstayed their visas and were illegal as well.
Over 40% of illegal aliens in America came here legally via visas or other temporary methods and overstayed their visa, many on purpose and permanently.
They need to be deported as well.

Excellent observation. However, most overstayed their visas and as such, were in this country illegally. This was never followed up or investigated because, as with the same excuse used concerning the illegal immigrants, the INS is overburdened and under staffed.
Obviously, our local "catch and release" programs are not working too well.

Wow it took you 6 years to come up with that???? Oh yeah, remember that the Oklahoma City bomber was white and a decorated veteran, so all whites could be terrorists, and Oh My God, a white veteran at that??? Wow he was trained in killing people during his service stint, so that means all white veterans are potential killers???? Ever notice the drastic number of mexicans who have flooded into america since the 90's.
911 has nothing to do with the illegal issue. We're just tryin to kill two birds with one stone. It was gonna come up sooner or later. We're bankrupt because of mexico.

Actually, at least part of the 9/11 hijackers had overstayed their visas and were in the country illegally.

Huh? Where do you get your data? They were not here legally. Also, the illegal issue goes back to the 1800's.
