The GPS technology requires that the antenna (even a small patch antenna) have an unobstructed view of a constellation of at least three satellites. That is tough to accomplish inside a building or in a cave or other sheltered area.
I would think that there would also be a temptation by captors to carve out an implant from a prisoner even if the technology could have worked.

This would be one step closer to a Big Brother, 1984-esque, totalitarian nightmare.
Do you want to have a governement implant? Didn't think so, neither does are military, they aren't migrational geese, they're human beings.
The price to put GPS implants, maintain, and operate would be staggering.
The enemy could easily and painfully dig it out
The amount of abductions are very low, the media hypes them up to get ratings.
Also, a lot of people here seem to think that are enemy has highly advanced GPS/Landsat hack capability and have highly advanced missile inventory. They don't!

first of all from what i know there has not been any marines getting kidnapped so putting a gps would be worthless since marines rather die than getting captured but if it really came to it i think it wouldnt make any sense given the fact that enemy could also use it to locate our troops and even if it was encrypted they would find a way and by the way i dont know about you but i wouldnt like to have some weird chip inserted in my body maybe i would approve something in my flak jacket but not in my body

Beside if you lo jack our troops then anyone with GPS can send a missile to that location. Nothing is unhackable.

Probably because we have some dumb law about invading people's privacy by implanting chips in them or something. You think the Patriot Act got opposition when it stopped terrorists and saved lives. This would be opposed even though it would save our brave soldier's lives.
