You do not have to have a driver's license - not everyone drives!!!!!
Most of the answers posted here actually deal with travel FROM Canada TO the USA. You need government issued photo id and a birth certificate proving you were born in the USA if you travel by ferry boat from Victoria back to the US. The State Department recently changed their requirements for passports for air travel. Check their web site.
Canada requires proof of citizenship (photo ID and Birth Certificate) from Americans who wish to enter Canada, regardless of their method of transportation. Canada does not require passports from US citizens.

NWIP has given you all of the options by car/boat. There are also local flights on Kenmore air leaving from Lake Washington or Lake Union in a float plane. The ride isn't cheap, but they tend to fly pretty low and the view is incredible. Landing in Victoria is right at the Inner Harbor area so convenience wise that works well too. And of course, there are flights from Sea-tac. In September the ferries or the Clipper shouldn't be a problem, but if you ever go in winter, keep in mind that in heavy seas the Clipper has been known to have to seek shelter until the weather breaks or turn back to Seattle. The Washington State Ferry from Anacortes has limited sailings, and usually the spaces are filled by reservation so make your reservation if you plan to go that way.

You need to keep checking the updates, because the answer to this question is not static. They are either making changes or announcing changes every couple of months.

But the strictest rules announced were that Americans only needed passports this year if they flew. Land or sea crossings didn't need one, just a drivers license and birth certificate.
