theres this girl and she stares at me and when we look at each other at the same time she smiles at me but i cant figure out if i should talk to her or just let her go.

There's a good chance she likes you (the smile). The next time the two of you lock eyes, just go for it, if YOU think you might like this girl! Ask her to catch a movie or something that's not too specific, that wasy you can always fall on the friend thing. If nothing else you might just find a great friend!
