It doesn't follow that being baptised in Jesus' name, and praying to receive the Holy Ghost, is only concerning the oneness pentecostal doctrine. But you can read the following for starters:

These are the scriptures that they use to justify:
Acts 1:7-8 - And He said to them, "It is not for you to know times and seasons which the Father has put in His own authority." "But you shall receive power when the Holy Spirit has come upon you; and you shall be witnesses to Me in Jerusalem, and to all Judea and Samaria, and to the end of the earth."
Acts 2:4 - And they were filled with the Holy Spirit and began to speak with other tongue as the Spirit gave them utterance.
Acts 2:38 - The Peter said to them "Repent and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit. For the promise is to you and to your children and to all who are afar off, as many as the Lord our God will call."
Acts 8:15-16,17 - Who had when they come down prayed for them that they might receive the Holy Spirit, for as yet He had fallen on none of them. They had only been baptized in the name of the Lord Jesus. The they laid hands on them, and they received the Holy Spirit.
They were filled with the Holy Spirit to tell the lost how to be saved.
I asked someone what do we do with what was commanded by Jesus in Matt 28:19, and they said that was to be done that way until the Holy Spirit came and Jesus returned to heaven.

I don't agree with Oneness doctrine, but the best defense of it that I have seen is THE ONENESS OF GOD By David K. Bernard.
