Actually Phoenix, that Police song is about KGB type organization; and the comparison is a good one since what really is the difference between the Christian conception of God and a secret police/thought police.

To be honest with you as a little girl I found things creepy when I had a fear for them or felt that they were true and alive. This is true for mostly everyone. The only reason for anyone to fine this song creepy is they feel that this message is true, and if deep down in their consciousness they know it to be true. They fear that the God of the Universe is actually watching them, and most likely their fear stems from guilt. If you get the opposite reaction from the message, "The song God is watching us, is a bit ordinary" ,this shows that the individual is comfortable or comforted by the thought of God watching us. In other words they have nothing to hide.
The reaction of "creepy" may also be God Fear or Zeusophobia which is the fear of God . For more info look up Zuesophobia in a search engine
