No. Russia is trying to force Chechnya to remain part of Russia or at least under Russian control; America is trying to rid Afganistan of a totalitarian Islamic fundamentalist regime. Somalia is a non-starter and most of the world critcizes America for "not" doing something there...even when they don't want to get involved. Somalia is Somalia's problem because there is no govt to support and the people are so bent on self-destruction that there is no central faction that does not want to kill the remaining factions...it is the poster child of madness and brutality and the US is wise to stay away and let them sort it out for themselves. Afganistan was taken over by the Taliban and the govt now in place is trying to make a stable country devoid of the oppressive regime imposed by the Taliban. So there is no comparison between the US and Russia as posed in your question. You can argue otherwise, but unless you've been there, like I have, you'll have to be at least open minded on this one.

The U.S. likes to "help" people who have good stuff like massive amounts of drugs and guns(Afghanistan)or lots of darn oil (you knw where) :)
