if i knew her a long time: "we've known each other for a long time and i would like if we could go a bit further in our relationship, so this said would you like to go on a date with me?"
if i knew her a few weeks: "i like who you are and i would like to get to know you a bit more so would you like to go to a show or a movie with me?"

Men and girls don't mix! Men and women yes. If you like a boy and he likes you...don't have to say any thing...you just know. Time doesn't come into it. And from my experience as a woman. men like a woman with a sense of humour, don't want to be chased by a woman or a girl (unless they just can't be bothered, and then make fun of them any way they can), they don't like to think you are too intelligent (some men anyway), and look for a woman who fits in nicely with the image they carry about from birth of what their "perfect" woman would or should be like.
Mum's have a lot to answer for, its a well known fact that when men and women eventually want to settle down, females often look for a father figure and men look for someone that is very close to Mummy!! As much as they might deny it the facts are there.
So, unless you are ready for a steady relationship, leave the men alone and play with the boys. Relationships are difficult enough sometimes when you're an adult. Take my word for it and enjoy yourself first, flirting and batting your eyelashes at the boys.

Just accept that it's doomed to failure if you take this approach. Do you not know the story of Cyrano de Bergerac? French bloke, big nose, swung both ways??? Well the story goes that he hides behind a tree, feeding this other guy chat-up lines as he woos this girl he's attracted to, and she loves what she hears, but she ends up falling for Cyrano, as it was he who crafted the words.

Morale of the story. be yourself, use your own words and live and die by them, no relationship will work based on corney chat-up lines from the internet. Say to this person what you want to say and don't play games, if it works, great, if it fails, ho-hum, put it down to experieince and move on.
